Matt Bush, MD, is the President of Integrated Market Strategies and Questcare. As part of this role he has oversight of Envision Healthcare’s Virtual Health program. Dr. Bush is passionate about the opportunity that virtual care affords to improve outcomes, lower cost, and increase access to care.
After graduating from medical school at University of Texas-Southwestern, Dr. Bush completed emergency medicine training at Carolinas Medical Center. Since 2010 when he started Questcare Telehealth which was acquired by Envision in 2015, Dr. Bush has lead the implementation of virtual health programs in multiple specialties including neurology, psychiatry, emergency medicine, critical care, neonatology, and trauma at over 70 facilities across the United States.
Virtual Health Strategies
Juli Stover is the Vice President of Virtual Health Strategies for Envision Healthcare. With more than 15 years of healthcare experience, Juli has held various roles within national healthcare organizations, supporting and developing telehealth program operations.
As a vendor, she has worked alongside some of the leading hospital systems in the country to develop and execute their visions and strategies specific to virtual care.
In her current role overseeing the development and execution of Envision’s virtual health strategy, Juli is aligned with operational and clinical leadership on utilizing virtual health to increase efficiency, deliver greater value and improve patient care.
In the past, Juli served as Area Vice President and Senior Strategic Accounts Director for InTouch Health, Vice President of Telehealth for Corizon Health and Vice President of Healthcare Alliances at Vidyo, Inc.
Innovation and Virtual Health Operations
Rich Sanders has over 15 years of physician practice management and operations experience. He is a pioneer in inpatient telemedicine services and has published several scientific articles in the Journal of Telemedicine and e-Health. In 2019 Rich took on the role of VP Innovation with Envision Healthcare. Rich joined Envision in 2015 to grow and scale Envision’s Distributed Radiology Operations. Prior to joining Envision Rich launched a multispecialty inpatient telemedicine practice in Atlanta, Georgia. Rich is a Fellow of the American College of Healthcare Executives, earned a Bachelor of Science from Utah State University, a Masters of Public Health from Emory University and a Doctorate degree in Healthcare Administration and Leadership from the Medical University of South Carolina./p>
Virtual Health Operations
A nurse of 26+ years, Kat's experience includes bedside care delivery, hospital administration, practice management, clinical operations, and consulting across various healthcare settings. Kat’s virtual care expertise includes program consultation, project management, implementation, and program optimization.
By leveraging proven processes and toolkits she provides guidance from program creation to care delivery including strategic road mapping, program governance, workflow design, success measurement, and best practice recommendations.
Telemedicine and Innovation, Infinity Healthcare
Manish Acharya, MD, FACEP, serves as Director of Telemedicine and Innovation for Infinity Healthcare, a division of Envision. He is a practicing emergency physician at Froedtert South, as well as a number of hospitals throughout Illinois and Wisconsin. He has served in multiple leadership roles over the past 20 years as Chief of Staff, St. Catherine’s Medical Center Campus Emergency Department Director, Kenosha County EMS Director and Froedtert South Trauma Director. He also served on the Froedtert South Board of Directors (formerly United Hospital System), Infinity Healthcare Board of Directors and as advisor to the Illinois Telehealth Network.
Dr. Acharya graduated from University of Illinois Medical School in 1996, completed his residency at the University of Illinois in 1999 and was certified by the American Board of Emergency Medicine in 2001.

Virtual Health, Emergency Medicine
Michael Baker, MD, FACEP is the Regional Director of Virtual Health for EPMG/Envision. He has been actively educating and advocating for telemedicine since 2014 through Envision and ACEP. He has been appointed Adjunct Clinical Instructor, Emergency Medicine University of Michigan where he is core faculty for the emergency medicine residency program. He also has a faculty appointment to Michigan State University College of Human Medicine.
Emergency Medicine Services
Dr. Gamber was raised in Arlington, Texas. He received undergraduate degrees from Texas A&M University. He attended medical school at the University of North Texas Health Science Center in Fort Worth. He completed an emergency medicine residency at Texas A&M/Scott & White Hospital. He is dual board certified in emergency medicine and emergency medical services.
Dr. Gamber has worked at Medical City Plano since 2005. He serves as the EMS Medical Director for Plano, Frisco, Murphy & Parker Fire Departments. Dr. Gamber was selected as the 2015 EMS Medical Director of the Year by the Texas Department of State Health Services. Dr. Gamber serves as the Chief of Staff of Medical City Plano and Medical City Frisco.
Dr. Gamber and his wife Lauren have three children, Ella (15), Lily (14), and Charlie (10).
Lise Labiche, MD, has served as Envision’s Director of Teleneurology since 2016. Her extensive experience includes serving as the stroke program director at Medical City Hospital and at Baylor University Medical Center, where she also served as medical director of the acute stroke unit.
Dr. Labiche is board certified in neurology and vascular neurology and earned her doctorate from Louisiana State University School of Medicine. She completed her internship in internal medicine, neurology residency and cerebrovascular disease fellowship at the University of Texas Houston Health Science Center at Memorial Hermann Hospital.
Tele-Critical and Tele-Pulmonary Care
Harshit Rao, MD, serves as Envision’s Director of Tele-Critical and Tele-Pulmonary Care. He is board certified in critical care, pulmonary and internal medicine and specializes in the treatment of complex critically ill patients in medical, surgical, neurosurgical and open heart recovery units.
Dr. Rao's experience includes leading the development of Envision’s tele-critical care program in North Texas, working as an intensivist and pulmonary physician for HCA North Texas Division and leading a dedicated clinician team. Having presented at several industry conferences, he is also an accomplished writer and speaker.
